Design (and its related areas, usability and information architecture) is vital in the development of a website or a web application. It's not just a matter of colouring-in the site after everyone else has finished.
The organisation of the site (storyboard or sitemap), the page layout (wireframes) are usually produced by the designer in consultation with the information architect and/or usability person.
The style of the design (formal or informal, retro or contemporary) is informed by the type of website and the intended audience.
