The freewire telephone system can talk to the University telephone
system over any Internet connection. They have a software downloadable
client:

The University pays them for full support as well.

You can dial any freewire ID from a University extension by prefixing
the freewire ID with 1795.

You can dial any University extension from a freewire phone (hard or
soft) by prefixing the extension with 2037.

The freewire ID is a ~10 digit number you get assigned when you set up a user account. It's also the number that appears on a hardware handset when you're being phoned by a software handset.
